Image reducing tools

Hi I am looking for a website that has a image reducer tool, I know there are a million of them out there and there are probably listed somewhere in this forum but I am too lazy to look. Can anyone recommend a good one to me.

Also is there anyway of reducing images without make them so distorted?

Personally, I use Paint.Net. It's free, and as close to photoshop that I've gotten for free. It even supports layers.You also may want to look up a program called, "pngcrush".

Paint Shop Pro. I love it. You can probably get an older free version somewhere. I use the older version for image reductions, while using the newest version for all else.

IrfanView is really easy & free. I'm sure it's not nearly as quality as some of the other programs listed here, but it's definitely good enough to shrink photos for the web.
